This is my 1st JOOMLA website. Silly question. I am attempting to installed template package onto the Joomla server but the quickstart zip file does not contain the XML file. I get an error from the JOOMLA package installer. Would I just add the templateDetails.XML file from the premium folder to the quickstart folder, then install?

You can't install quick-start package via Joomla extension manager, because the quick-start package already contains Joomla, the package should be installed like regular Joomla installation. For more info please see the template documentation:
