Do you want to use French and other language in your site? If so, please read this instruction http://ltheme.com/how-to-create-multilingual-website-for-joomla-3-x/
If you only want French in your site, you go to Admin > Extensions > Language Manager, find French language and install it, then you just change demo content to French.
